About
Professor Kennedy Chinedu Okafor is a UK Exceptional Global Talent recipient in Digital Technology and computing, endorsed by the Royal Academy of Engineering and the UK Home Office.
He is a Technology Adviser at the UK Government’s Competition and Markets Authority (CMA), contributing expertise in emerging technologies, artificial intelligence, cloud ecosystems, digital infrastructure, and technology regulation.
He is also Director of the IEEE SkillUp Hub, Region 8, where he leads international research, innovation, and skills-development initiatives in artificial intelligence, cloud computing, cyber-physical systems, robotics, and digital transformation.
He holds a PhD in Electronics Engineering with Distinction from the University of Nigeria, Nsukka, where he received the Vice-Chancellor’s Award for the best graduating Ph.D. candidate in the Faculty of Engineering, UNN.
His research has established international contributions in artificial intelligence, smart infrastructure, Internet of Things, digital twins, cloud computing, and networked robotics, with collaborations involving academia, government, and industry partners across the UK, Europe, Africa, and the Middle East.
Professor Kennedy has published over #100 peer-reviewed research articles indexed in Scopus and Web of Science, with contributions to leading publishers including IEEE, Elsevier, Springer, Wiley, Taylor & Francis, and Cambridge University Press.
He has served as an independent consultant to Clarivate Analytics Ltd, UK, and as a research grant evaluation panel expert, supporting international assessment of research excellence, innovation proposals, and technology development programmes.
His research and innovation activities have attracted support from IEEE, World Bank, TETFund, and international partners, enabling impactful projects across artificial intelligence, healthcare technology, renewable energy systems, robotics, and digital infrastructure.
He has supervised and co-supervised postgraduate researchers, including PhD candidates and postdoctoral researchers, across artificial intelligence, cloud computing, cyber-physical systems, robotics, cybersecurity, and sustainable digital infrastructure.
He is a visiting faculty member in Mechatronics Engineering, Software Engineering, and Cyber-Physical Systems at the Federal University of Allied Health Sciences, Enugu, Nigeria, contributing to postgraduate education, research supervision, and curriculum development in emerging technologies.
Professor Kennedy has contributed to UK national data and digital transformation initiatives, including work with the Office for National Statistics (ONS) supporting the UK Natural Capital ecosystem, valued at approximately £1.5 trillion, and woodland-related environmental intelligence programmes associated with assets valued at approximately £382 billion.
His contributions applied data science, digital technologies, and analytical approaches to support evidence-based decision-making, sustainable development, and environmental policy.
He contributes to global technology advancement through IEEE humanitarian technology initiatives and international professional service. As a Diaspora Bridge expert supporting technology knowledge transfer to Nigeria, he provides expertise in AI, biomedical engineering, robotics, and digital innovation.
He has also served in international leadership roles, including IEEE Humanitarian Technology Board contributor, Chair of IEEE Consultants Network Nigeria, Pioneer Chair, IEEE Southeast Subsection, Nigeria, and Research Chair of the Mechatronic Systems and Robotics Laboratory, FUTO, Nigeria.

Projects and Funding
Professor Kennedy has led and contributed to major national and international research, innovation and technology projects with a combined identifiable value exceeding £3 million.
His portfolio spans pandemic engineering, Artificial Intelligence and autonomous systems, energy systems, digital skills, telecommunications, smart infrastructure and humanitarian technology, with funding from the World Bank/WPI, National Instruments, TETFund, the Nigerian Communications Commission (NCC), EPSRC, IEEE PES, IEEE HAC/SIGHT and Cisco, among others.
He has served as Principal Investigator, Co-Principal Investigator and Research Partner, including on the £2 million EPSRC UK–South Korea Peer-to-Peer Energy Trading and Sharing project, the US$1.5 million Pandemic Engineering Initiative, and the US$721,500 National Instruments Laboratory Equipment and Certification Support project, alongside a portfolio of IEEE- and TETFund-supported initiatives in AI, robotics, energy, healthcare and digital transformation.

- Professor Kennedy’s research focuses on intelligent, autonomous, secure and sustainable cyber-physical infrastructure, with interdisciplinary applications spanning Artificial Intelligence, physics, medicine, biomedical systems, energy and computational modelling.
- Current research centres on Agentic AI, intelligent orchestration, AI-enabled cloud and edge infrastructure, autonomous systems, AI computing, and trustworthy and resilient digital systems.
- Technical and research capabilities include AI/ML, GenAI and AI agents; cloud-native and distributed computing; IoT and digital twins; robotics and autonomous systems; cybersecurity; mathematical and computational modelling; software-defined systems; DevOps; infrastructure as code; programming; and data analytics.
